Our Responsibilities

     We are in charge of the following taxation for Hsinchu County: house, deed, land value, land value increment, agricultural land (not imposed currently), amusement, vehicle license, and stamp taxes. We also offer general services for tax payment.
According to function, our office is subdivided into seven sections: Public Service, Land Tax, Property Tax, Consumption Tax, Legal Affairs, Data Processing, and Review Sections. There are four offices: General Affairs, Personnel, Accounting and Civil Service Ethics. For the purpose of improving convenience, there is a subdivision in Jhudong, which is in charge of the local house, deed, land value, land increment, amusement and stamp taxes, as well as public service.

Facilitating to the Public

5.1 Promoting walk around service

     We have set up an information center in the hall on the first floor. We encourage our leaders, as well as basic staff and volunteers to work together to offer helpful and friendly service by directing the public to the right place according to their needs.

5.2 Our multi function counter provides service at noon.

     The public does not need to wait in line.Our multi function counter provides service even at noon, in consideration of the working public. When the public enter the revenue office, they can get easily obtain relevant information.
In order to avoid waiting in line, the multi function counter utilizes a number machine. By following numbers in an orderly fashion, we hope to establish a comfortable business environment.>

5.3 Providing MSN and Skype audio-visual conferencing service Using recently established online technology to offer client oriented service, we can provide consultation for different groups, elevating service quality.

5.4 Actively informing handicapped individuals to apply for exemption reviewing of vehicle license tax.

     After appraisal of handicap status, the individual should report their status two months before expiry and apply for a ew handicapped manual in order to continue exemption of vehicle license tax.

5.5 Providing blank Land and Construction Purchase and Gift Deed forms

     In order to make the application for land value increment tax and deed tax more convenient, we have mandated that the and Administration Office provide the public with blank forms Land and Construction Purchase and Gift Deed forms. hese forms are provided in our office as well as in the Jhudong Division. One service offered is to assist with the illing out these forms.

5.6 Setting up a special counter for simplified non-increment prompt notice for land value increment tax

     To improve administrative efficiency, there is a special counter for simplified non-incremental prompt notice for land alue increment tax. We hope to immediately handle cases at the time of filing land transference, such as the non-ncrement exemption on land value increment tax. We aim to issue the exemption of land value increment tax within an our, saving time for landowners and agents.

5.7 Offering free online enquiry

     We have computers and printers with which the public can check the land value added tax, deed tax, late payment enalty, overdue interest, and household registration, etc.

5.8 Multifunction mobile counter service

     We dispatch people to offer multifunction mobile counter service in towns and townships so that people can check heir property, apply for house tax registration certificates and land value tax, household tax and license tax certificates. Our ersonnel also offer tax affair counseling, blank application forms, publicity brochures, and account transfer for paying axes, etc.

5.9 Accepting license tax refund at motor vehicle and information office

     We dispatch people to Hsinchu Motor Vehicle and Information Office to handle license tax refund in a way to extend ur service range and make publicity on regulations of licenses and penalties at appropriate time.

5.10 Fast facilitation without getting out of the car

5.11 Internet e-service network

     We have our URL where you can obtain latest information on tax affairs. Please visit www.chutax.gov.tw in Chinese, nglish, access free environment, PDA versions. You can have a look and Q&A on tax affairs, latest tax law articles, download software, have trial calculation and make pplication.

5.12 Diverse tax paying service

     You can use cash, ATM card, account transfer, credit card or convenience stores, phone account transfer or chip ATM ard for online payment of house tax, land value tax and license tax.

5.13 Creating a bilingual taxation environment

     In order to stay current with the world outside of Taiwan, the taxation office has bilingual signs as well as an English ebsite. In the hope of serving local people as well as foreigners, we have made every effort to create a bilingual taxation nvironment.

5.14 Quality office environment

     We have service center, voluntary- worker-guided instruction, blank forms, local tax counseling, access-free parking ot, slope, protection fence and wheelchairs for the disabled or seniors. At the entrance of the gate, we have a counter exclusive for the disabled. On each floor, RO water available and is regularly maintained and cleaned for safe use.

6.1 Setting up the taxation consulting office

     Taxpayers with controversial cases can reach a compromise and reach a common consensus, in order to reduce awsuits.

6.2 Visiting the public in remote areas

     In order to get more input from a broader audience, we have assigned executive officers to visit the public on a onthly sis. Their task is to explore likely tax related problems and to listen to suggestions.

6.3 A dedicated assistant to listen to complaints and handle them

     A dedicated employee has been chosen to listen to complaints at 0800-366969 for expert assistance to financial roblems. Their job is to understand the plight of taxpayers and help where possible.

6.4 Setting up an opinion box

     There is a public opinion box as well as suggestion forms at the front gate and in each business section. Completed orms can be placed in the opinion box. Taxpayers will be contacted by phone within two days to have a better nderstanding for the situation. The situation will be handled as soon as possible.

6.5 Special phone number to prosecute

     Please dial the toll free number 0800-351560, for prosecution of bribery or tax evasion. We would appreciate your ssistance maintaining justice and order in taxation.

6.6 Email

     Taxpayers may also offer advice through email. The chief, section and offices, as well as the Service Ethics Office all ve accessible email addresses. Emailing opens a mutual communication channel between the public and the overnment. ll email cases will be under control management, and will be responded to within seven days.

6.7 We prudently handle public pleas

     We have set up the rules for public pleas. We will handle each plea with prudence, clarifying relevant legal regulations o facilitate the pleader to better comprehend relevant regulations. All the pleas will be registered and listed under ontrol, and will be answered within 10 days according to defined deadline.

6.8 Using questionnaires collect public opinions

     In order to breakthrough the present practice of civil service and to reach a new state of service quality, our office sends uestionnaires to collect public opinions annually. We also collect relevant public opinions through mass media on a aily basis. We will analyze the data and regard the results as a significant reference for improvement.

Future Endeavors

7.1 For practical purposes, we will continue to examine outdated regulations, to combine information technology to stablish an electronic government, and to improve administrative efficiency by simplifying the service process and axation procedure.

7.2 We will continue to augment electronic service, open consulting channels and expand service. The public can get ny nformation to apply tax related cases without leaving home. This will save time for taxpayers, and achieve the purpose f electronic service.

     We will continue improve taxation quality and efficiency to correct ourselves and have better performance in order to be a customer-oriented government institute.
